New automobile industrial policy is being revised focus on the planning of new energy vehicles
As the most important policy program to guide the development of the domestic auto industry, 2004 edition of "Automobile Industry Development Policy" will complete its historical mission, the new industrial policy, is stepping up its revision.Recently, Xin Guobin ,the Secretary of The Ministry of Industry and Information Technology, revealed the news, when participating in the "2009 International Forum on the automotive industry,".
And since it was put in practice at the beginning of this year , the three-year revitalization plan aiming to boost the domestic auto market only introduced a few of detailed regulations to boost small-displacement purchase tax by half, automobile into countryside, speeding up the elimination of old vehicles, and so on. There are most of the details which should be carried out this year hasn’t been finalized yet, thus a lot of experts analysis, next year will be one year that the automotive industry policies are intensively issued.
For the automotive industry, the government departments had introduced two industry development policies in 1994 and 2004 respectively. However, domestic and international automotive industry have changed great in the past two years .Clearly, five-year-old industrial policies are not sufficient to cope with the changes inside and outside of the auto industry.
The next step ,the primary planning of the new energy vehicles’ development will be important considerations for government to establish the automobile industry policies.According to Xin Guobin ,as the Ministry of Industry and Information Technology in conjunction with relevant departments work out emendations to the automobile industry development policy, one important aspect is to add to relevant contents of encouraging the development of new energy vehicles and to further clarify the direction of development of new energy automotive industry.
"At the same time , based on the implementation of the rules governing access to new energy vehicles ,combined with the development of China's ew energy auto industry characteristics and on the emergence of new situations and new problems, timely research supporting measures, further improve the management policy of access to new energy vehicles and enterprise products,and promote the development of new energy vehicles. "Xin Guobin said.
There are indications that the government departments will have discussion about a series of policies and regulations of developing new energy vehicles.Xin Guobin said it would promote the coordinated development of key parts industry to scientifically plan, focus on the support of key parts ,and actualize the autonomy of key parts and the localization of basic raw materials as soon as possible.
In order to regulate and encourage new energy vehicle development, in October 2007 the State promulgated the rules governing the new energy vehicles, which set forth requirements for the production of new energy vehicles to access." The rules governing new energy vehicles make some specific requirements on spare parts, and will be replenished and perfected in the future according to technical development." Xin Guobin said.
Policy driving automobile market has become an important means to defuse the crisis over the world. In addition to the automobile industry policy being discussed , in the context of energy-saving and emission reduction, it has also become the industry's most recently discussed topic that how to continue small-displacement car purchase tax policy, which will be finished by December 31 this year.
In an interview last week, some industry continues insiders insist that the tax cuts policy of this year should last out till next year.Dong Yang, Secretary of China Association of Automobile Manufacturers , believes that the good development momentum of the first 8 months this year and the policies of promotion promulgated by the state are inseparable. The policy-sensitive period is about to come by the end of this year, and the policy direction will directly affect the second half and next year's development of the auto industry, "I hope to continue to follow the policies such as purchase tax by half."
According to the statistics by China Association of Automobile Manufacturers, benefiting from the policy of low-emission vehicle purchase tax by half, the types of passenger cars at 1.6 liters or below increased by 55.5% the first 8 months, 18.7% higher than the passenger growth rate over the same period, accounting for 70% of the total auto market.
Zhao Hang,director of China Automotive Technology and Research Center, also believes that the policy of purchasing tax reduction expiring at the end of 2009 is expected to continue in 2010"No extension, automotive consumer demand will fall."
In fact, the state has made it clear scheduled end of the tax cuts .Next year, related departments will introduce a more three-dimensional model of the new policy to encourage market consumption of energy saving cars.Ren Hongyan , Director of Pollution Prevention and Control Ministry ,in an interview with CBN reporter, disclosed that while some adjustments in the Income Tax now, Ministry of Finance and State Administration of Taxation discuss with the Ministry of Environmental Protection, hoping to bring the pollution control of motor vehicles into tax."This issue has got the consent of Pollution Prevention and Control Ministry and other related ministries, and the Department of the Finance Ministry will then have to study the collection name and form."
Ministry of Environmental Protection is currently with the State Council Legislative Affairs Office in the drafting of "Atmospheric Pollution Prevention Law".And National People's Congress is expected to formally promulgated next year.Meanwhile, the "Motor Vehicle Pollution Control and Management Regulations", "" Shier Wu, "Motor Vehicle Pollution Prevention and Control Plan" is also being developed.
According to industry analysis, the planning of the automotive industry introduced next year is different with the past policies .It is expected to be combined with various means and to focus on the relationship of industrial upgrading and environmental sustainability, for example consider parallel means which concludes taxes, subsidies and other methods ,to guide auto industry respond to new changes of the macroeconomic situation.
